Bespoke Weaponry And Star Wars

One of the things that has always nerdily bothered me about Star Wars is all the bespoke weaponry. You know, all those weapons narrowly tailored to the specific environment in which the action is taking place.
Take those AT-AT Walkers from The Empire Strikes back. Giant walking machines that seem designed for the specific environment of snow-covered Hoth make me wonder how many battles the Empire could expect to fight on perma-powder frosty planets. Or do they just have a super-swift production facility that can design weapons on the fly?
